Hilda has contributed numerous articles on the subject to the “Licensing Review” and the “Solicitors Journal”. She is a regular contributor to Legal and Industry Conferences and is a non-executive director of Business in Sport and Leisure. She is a contributing editor to “The Law of Gambling” by Smith and Monkcom, 4th edition, and to Halsburys Laws Vol 4(1) Reissue. 4th Edition 2002 Reissue. She is a member of the International Masters of Gaming Law, a Director of the Institute of Licensing and a Trustee of Gamcare. She is a Bencher of Inner Temple.
More recently, in Camelot UK Lotteries Ltd v. The Gambling Commission & Ors [2012] EWHC 2391 (Admin), Hilda successfully resisted Camelot’s application to review the Gambling Commission’s decision to licence the Health Lottery. The case involved issues of regulatory discretion, statutory interpretation and delay in bringing claims for judicial review. The Court rejected each of Camelot’s submissions and held that it had no real prospect of successfully challenging the Gambling Commission’s decision.
